It's the preference of employers for women to wear formal skirts over pants. Skirts look much more polished over pants unless the pants are part of a matching pantsuit. Even dressy capris are too casual of a cut for an interview, and skinny jeans look like you did not show up to impress at all, and they are almost disrespectful. Preferably, the skirt should reach your knees but if it doesn't, I'm sure you can tell whether it's too short on you for a *formal* meeting with a potential employer. If the length worries you, throw on pantyhose even if the look is a bit dated.
Pair the skirt with a sharp, simple white, black, conservative pink, or blue dressy blouse. If you have nothing like this, just wear the least gaudy dress shirt you have. If you're desperate, wear a plain shirt with a blazer or cardigan; even this looks like you tried harder than if you were to wear a bright, multicolored blouse or something. For shoes, just don't wear anything you'd wear at a club.
Even though it's your first job and probably a lower-end business, in my opinion, only older people with the preferred experience can show up in jeans and a nice shirt. Since you're young with no qualifications, all you have is how you carry yourself. Ooze class and maturity to get ahead of similar inexperienced teens. Avoid wearing flashy jewelry or nail polish, put your hair up, and wear professional-looking makeup. Overdress formally, don't underdress.
If you did apply for a job at a trendy clothing store though, I would maybe dress less plain and accessorize more, but even for a department store, I'd personally try to stay simple--always classy.
